Employment Offering Letter

Short description

A complete, ready to issue employment offer letter for Indonesian hotel operations, setting out position and employment status, full remuneration breakdown, eight statutory and hotel benefits, five conditions of offer, legal precedence terms, and a detachable candidate acceptance page. Purpose

The offer letter is the first legally meaningful document a hotel gives a new employee, and it is routinely the weakest. Many properties send an informal email stating a salary and a start date, which creates two problems at once. The candidate accepts without understanding what they have agreed to, and the hotel has no written basis for withdrawing the offer if the medical check, reference check or document submission goes wrong.

This template addresses both:

  1. It states the complete package in writing. Position, grade, reporting line, employment status, contract or probation period, start date, working hours, salary breakdown and every benefit are specified, so acceptance is informed.
  2. It makes the offer conditional and says so. Five conditions are listed explicitly, with a clear statement that the hotel may withdraw the offer if any is unmet, which is the protection most informal offers lack entirely.
  3. It establishes legal precedence. The letter states that detailed terms sit in the employment agreement, the Company Regulation or Collective Labour Agreement, and that where there is a difference, the employment agreement applies. That single sentence prevents a dispute later.
  4. It sets a deadline. The offer is valid for three working days and lapses automatically, which keeps the recruitment pipeline moving and prevents a candidate holding a position open while shopping the offer elsewhere.
  5. It records the answer. A detachable acceptance page captures a signed accept or decline, returned to HR and filed in the personnel record.

It suits hotels and resorts formalising their offer process, properties operating under Indonesian labour regulations, HR departments that currently issue offers by email, and any operation that has ever had to withdraw an offer and found it had nothing in writing to rely on.

What is inside the document

A full letter in six numbered sections with a separate acceptance page.

1. Letterhead and reference block

A letterhead carrying the hotel name, address, phone, email and website alongside the document title and form code HRD/FRM-REC/06, followed by a four line reference block recording the reference number with a worked numbering convention, the date, the subject, and the attachment.

2. Opening and Section 1, Position and Employment Status

A courteous opening thanking the candidate for their time during selection, followed by ten fields covering position, department, reporting line, grade, employment status across PKWTT for permanent and PKWT for fixed term, contract period for PKWT only, probation period for PKWTT only, start date, work location and working hours.

The probation line is handled correctly, stating three months for PKWTT and noting explicitly that no probation applies to PKWT. That is a point of Indonesian labour law that properties get wrong frequently, and having it printed on the form prevents the error being made.

The working hours line states forty hours per week on a shift roster including weekends and public holidays as scheduled, which sets the expectation plainly rather than leaving the candidate to discover it.

3. Section 2, Remuneration

A three line salary table covering basic salary, fixed allowance, and total monthly gross, followed by a payment statement confirming monthly bank transfer on the hotel payroll date, after deduction of PPh 21 income tax and the employee share of BPJS contributions, with a confidentiality clause stating that salary must not be discussed with other employees.

Stating the deductions in the letter rather than leaving them to the first payslip is a small kindness that prevents a difficult conversation in week one.

4. Section 3, Benefits and Facilities

Eight benefits listed, covering service charge under hotel policy and applicable regulations, overtime pay under labour regulations, Religious Holiday Allowance (THR) under government regulation, BPJS Kesehatan and BPJS Ketenagakerjaan with all five programmes named individually as JKK, JKM, JHT, JP and JKP, annual leave of twelve working days after twelve months of continuous service plus other leave under the Company Regulation or Collective Labour Agreement, meals on duty with uniform and uniform laundry, training and career development, and an open line for other benefits.

Naming the five BPJS programmes individually rather than referring to BPJS generically is the kind of precision that signals the document was written by someone who has actually administered Indonesian payroll.

5. Section 4, Conditions of This Offer

Five conditions, preceded by a clear statement that the hotel may withdraw the offer if any is unmet:

  • Submission of all pre employment documents listed in the Pre Employment Document Checklist, including KTP, family card, NPWP, bank account, diplomas, BPJS numbers and a recent photograph.
  • A valid Police Clearance Certificate.
  • A medical check up confirming fitness to work, with additional food safety health requirements for food handlers.
  • Satisfactory reference check results and confirmation that all application information is true.
  • Signing of the employment agreement on or before the start date.

This is the most commercially important section of the letter. Without it, an offer once made is difficult to retract, and a hotel that discovers a false qualification or a failed medical afterwards has no clean route to withdraw.

6. Section 5, Other Terms, and Section 6, Acceptance

Four terms covering the precedence of the employment agreement over other documents, the right of either party to end employment during PKWTT probation under applicable regulations, a confidentiality undertaking covering hotel information, guest data and the contents of the letter itself, and the three working day validity period with the lapse rule stated.

The letter closes with a warm sign off and a two column signature block for the HR Manager as preparer and the General Manager as approver.

7. Candidate acceptance page

A separate page carrying a confirmation that the candidate has read and understood the letter and its terms, a clear accept or decline selection with the position and start date restated on the accept line and an optional reason field on the decline line, a confirmation that all information given during selection is true with an acknowledgement that the offer may be withdrawn if information proves false or conditions are unmet, and a two column signature block for the candidate and the receiving HR officer.

Providing a decline option with a reason field is a detail most offer letters omit. It costs nothing and it tells HR why offers are being lost, which is the only way the offer acceptance rate KPI in your SOP becomes actionable rather than merely reported.
